Another problem is that the beam is much larger at long distances than you might think. Even though the High Powered Laser Pointer projects a small, millimeter-sized dot close up, at longer distances the beam can be many inches across. When the beam hits the windscreen of a cockpit, or the bubble of a helicopter, imperfections in and on the glass spread the light out even more:Laser light in the pilot's eyes causes glare (inability to see past the light). At higher power levels, it can also cause temporary flashblindness and afterimages (like when you look at a bright camera flash, and cannot see for a many seconds afterwards).

More recently, even brighter Yellow Laser 50mw pointers have been developed that produce green light at 532 nm. This newer technology uses a frequency-doubled Neodymium:YAG laser with a blocked infrared component to produce the light. Since the human eye is about 50 times more sensitive to green light at 532 nm than to red light at 640 nm, the green laser beams appear to be very much brighter when in reality they are at about the same output power as the red/orange laser beams. An advantage of the green laser pointers is that the beam itself can be seen in the air and not just the spot on the target hit by the beam.

The next higher class, IIIb ranges from 5 to 500 mW. You can also legally purchase this class of Red Laser Pointer in the United States. But there are restrictions on it's use, because these lasers are capable of permanently damaging vision. You can't use it in an environment where the beam could escape to the outside. To be explicit here, this means you can't legally use them outside. Now you may want to adopt a "no blood, no foul" attitude, and that's fine for you. But just know that if you ever make a mistake, or run into a narrow-minded individual, you don't have a legal leg to stand on - prepare for a good screwing. Furthermore, based on my own <5mW product, there is no reason outside of inferiority complex to get a higher power product for astronomical use.

Obviously, seeing 5 in 1 Laser Pointer beams and flashes is distracting to pilots. This is one reason you should never aim at or near an aircraft. (Also, notice that the green beam two photos above points right back down to the laser's location. This makes it easy for a police helicopter to direct ground officers for an arrest, as described later on this page.)
So how safe are these things (the sub-5mW class IIIa version)? They won't burn you. They won't cause permanent eye damage. Tests were performed on individuals who were scheduled to have an eye removed for medical reasons. For the purposes of the test, the eye was normally functioning. Test subjects stared directly at 5 mW lasers with there to-be-removed eye for five to fifteen minutes from various angles. No permanent eye damage occured. Some changes in tissue were noticed. Of course, in a real-world incident, laser light entering the eye would likely last for less than one second, as people naturally look away from bright things and close their eyes, so there is no real danger of direct damage.

Spatial coherence typically is expressed through the output being a narrow beam which is diffraction-limited, often a so-called "pencil beam." Blue Laser beams can be focused to very tiny spots, achieving a very high irradiance. Or they can be launched into a beam of very low divergence in order to concentrate their power at a large distance. Ref "Wikipedia"A blue laser with more than 5-10mW of power have the potential to cause serious and permanent eye injuries so safety is a very serious issue. NEVER use high power lasers with reflective surfaces without wearing laser safety glasses. The actions demonstrated in this video graphically illustrate the wrong way to use a blue laser.
